Sony has confirmed the DualSense is not compatible with the PS4 console. Plugging it in with a USB-C cable will charge the controller but the console won't register any button inputs, and Bluetooth pairing isn't offered either. This is a deliberate hardware/firmware limitation, not something a future update is expected to fix.
